Certification based on traffic volume?

I'm a bit confused because training is set to restart and that's to be expected but they said that the certifications will be based on today's traffic volume which to me is a bit concerning. I will get the certification under a 20-rate peek which is a very light condition but what happens when the traffic starts ramping back up? isn't it unsafe to certify someone and yeah i mean me and any other trainee under light conditions if we are expected to eventually handle heavy traffic?
 
Sorry to say but certifying under light traffic and expecting full scale performance later is a setup for failure, the training should reflect the real pressure of the job, they need to match cert conditions to actual demands if they really care about safety and performance
